Default Writing Bulletins in Groups

I just tried to write a bulletin in the great new (2013) group, Christian Writers, which is hiding in the group category Other. An error message said I couldn't add a bulletin--Is that a problem that can be fixed? May I congratuate these new group members and their writing efforts and urge others to join or visit us (I joined). Also, may I announce here the group I just opened in the category Places and Travel (only group there), We Are Pilgrims, Seeking God, Seeking Truth which I hope will celebrate our Christianity if lots of members describe their pilgrimmages to our Christian Holy Sites. And may I ask if bulletins can be permitted in this group?

Thank you--I found I was able to post a bulletin in the new Pilgimmage group I set up in Places and Travel category, but I was also unable to do one in the other Writers Group in Literature and Arts. I suspect there is a switch to turn off the bulletin which I never noticed when I set up the group--which changes my question to the following: when the founder of a group has been absent for a long time, and the group is inactive, say a year or more, would it be reasonable for others (me in this case) to request a change in the group options? I would welcome all comments and logic.
