California Attaches Great Importance to Public Lighting

California's new regulations for public lighting(Classic) have paved the way for more efficient LED bulbs to replace traditional incandescent lamps in 2018.

The incandescent lighting manufacturer asked the court to order the new rules to be held on the New Year's Day, but the bill was rejected, effectively solving the problem of the traditional light bulbs eventually disappearing from the store shelves.

The Department of Energy is addressing concerns that traditional lighting manufacturers have double standards for other states that may still sell outdated light bulbs. However, since California is a state with such high energy consumption, the positive impact of this lighting ban will not be realized.

Special lighting products such as three-way bulbs, Christmas lights and oven lights will not be affected. However, when buying major indoor and outdoor lighting projects, consumers will now only get the most energy-efficient lighting options.

Public Lighting Ownership And Operating Model

The ownership and operational arrangements for public lighting(Classic) between municipalities, utilities, and third parties vary widely. Understanding ownership and operating patterns in the community is critical to determining the best option for upgrading public lighting. There are four common categories:

The municipality owns and maintains all public lighting.

The municipality has public lighting, but the third party operates and maintains the system under a contract with the municipality.

The municipality has public lighting, but the electric utility company operates and maintains the system under a contract with the municipality.

Electric utilities own and maintain public lighting.

While some communities with public lighting may be able to fund upgrades through existing capital or maintenance budgets or bond financing, most communities use third-party financing and subsidies or rebates for their utilities. Most commonly, financing is provided through energy service companies (ESCOs) or product manufacturers. Some states, such as Illinois, provide local governments with simplified energy performance contracts (ESPCs) and help with project development.

Implement Urban Public Lighting Efficiency Improvement

The article is part of a series of articles on how local governments and utilities work together to improve energy efficiency. It describes a partnership strategy for implementing urban public lighting(Classic) efficiency improvements, which is the most common type of public lighting.

In the past decade, public lighting technology has been greatly improved, enabling high performance and high efficiency to be used on a large scale. Efficient technologies such as LEDs, sensors, monitoring systems and controls are beginning to be widely used in public lighting systems. While these technologies typically have high upfront costs, they can reduce energy and maintenance costs over time and offer many additional benefits. LEDs are the most effective public lighting technology, and their cost is quickly reduced, but the cost per luminaire is typically 2-4 times higher than traditional high-pressure sodium technology. However, it uses 30-50%+ less energy and significantly reduces energy costs over its lifetime. In addition, because LED lamps have a longer life than traditional technologies (usually 7 to 10 years to replace, not 2-3 years), they can significantly reduce the cost and personnel time associated with replacement and maintenance.

Start to Pay Attention To The Benefits of Public Lighting

Before a city can upgrade and optimize public lighting(Classic), city leaders must know where it is and how it behaves.

City leaders are beginning to pay attention to the benefits of public lighting: replacing old bulbs with more efficient LEDs can be programmed to meet the needs of the location. These can save money and electricity by turning them on when they find nearby people, rather than driving through empty streets all night. They can also adjust the brightness according to the time of day, rather than simply running at full intensity or completely shutting down.

In order to maximize this potential and ensure that the streets have the right amount of lighting where they need it, the government must first inventory their fixtures in detail, including location, height, bulb type and brightness. It turns out that this is very difficult to achieve.

Although the main service of public lighting is to encourage nightlife, curb crime and promote car safety, the government still relies on imperfect and pre-digital means to inspect and repair when needed. Currently, when the bulb is dimmed or broken, it takes too much to signal the sensor on each lamp, so the city uses manual inspection, which is expensive and time consuming, or wait until the public reports a power outage. This is an unstable way of paying close attention to large infrastructure assets: in the United States, nearly 40 million street lights consume 31 terawatt hours of electricity each year.

Why Is LED Public Lighting So Popular?

The Led Public lighting(Classic) is an efficient and effective choice for outdoor spaces and landscapes, which is why it also has distinct advantages for municipalities, towns, and public works.

From footpaths and parking lots to historic landmarks and public parks, LED public lighting is a natural choice that is both consumer and environmentally-pragmatic.

Why is outdoor LED public lighting so popular for municipalities?

LED public lighting saves money.

Who doesn’t want to save money? LED public lighting is energy efficient and cheaper to use than other types of lighting. For instance, when it comes to municipal LED street lighting, conserving even a small amount per bulb can add-up to pretty significant savings.

LED public lighting lasts and lasts.

When it comes to municipal lighting, longevity and consistency are key. Longer life LED bulb equates to less maintenance; you will spend less time and money having bulbs repaired or replaced.

LED public lighting don’t break easily.

Choose LED public lighting when you want a break-resistant bulb that is not vulnerable to vibrations or shaking. This might be the case for LED outdoor lighting in public areas, like parks and athletic fields, where light fixtures could be compromised or jarred.

Cooler temperatures are no problem.

Another compelling reason why municipalities choose LED public lighting options is that these bulbs can withstand colder temperatures and extreme weather, which may be relevant for those living in western regions, like the Nevada desert.

LEDs are consumer-friendly.

Municipalities also choose LED public lighting because of its compatibility with controllers and technology- which makes it easy and practical to use. You can adjust light saturation, which also reduces the manpower needed to operate your lighting situation. This compatibility may also contribute to more versatility of lighting features, which can enhance the overall aesthetics, too.

LED Public Lighting Does Not Have Any Inherent Danger

Although Led Public lighting(Classic) does not have any inherent danger, it should be used with the same care as any other technology we use. This means that while LED public lighting is an energy-saving way to illuminate the street, it is important to direct the light only where it is needed, ensuring that the emitted spectrum supports the visibility, safety and health of humans and other creatures, and limits Glare of pedestrians, cyclists and drivers.

In this regard, LEDs have many distinct advantages over other lighting technologies. On the one hand, their adjustability means that LED public lighting systems can now only provide the level of illumination required at any given time, which is almost impossible for traditional street lighting products. The LED also provides a high degree of control over light patterns and uniformity on the ground. In contrast, conventional lamp-based techniques produce light in all directions, so typically more than half of the output is redirected to the desired target by the reflector and lens. This causes a large amount of light to overflow in unwanted directions and spread unevenly in this area, which not only wastes energy, but can also cause nighttime illumination problems, such as effects on wild animals. When LEDs replace existing products (such as high-pressure sodium lamps), LEDs typically only meet lighting requirements, accounting for only half of the total lumens of existing lamps.

LED Public Lighting Definition Project Scope

Led Public lighting(Classic) For large cities, or large customers such as mining or logistics companies, it may be economical to convert all street lights at once. Larger cities often find it more practical to complete projects in stages.

The scope of the definition project is best as follows:

Complete the review of current street light inventory and lighting levels. In many cases, the city does not have a complete and up-to-date understanding of the range of street lighting inventory. Ideally, this includes:

Each pole has a GPS position.

The style of the luminaire on each pole (eg "cobra head"; "decorative acorn"; "decorative teardrop").

The light source and wattage of each fixture.

Determine ownership and maintenance responsibilities for each luminaire (if not a municipality or service provider).

Typical illumination levels and uniformity provided by each type of luminaire on each type of road. If needed, a lighting designer with road lighting experience or a representative of some street lighting manufacturers can help you.

Evaluate the city's internal resources to determine if you have the ability to complete a complete street lighting renovation program.

Identify funding sources

Once the list is complete and the scope is determined, it is best to carefully consider the source of funding early in the process. Today, the initial cost of LED street lights is much higher than HID lamps. They usually take years to save energy and maintenance costs.

Solar Led Street Light Can Make Changes to Our Environment

Energy saving

Solar led street light(Classic) can save a lot of energy. Off-grid solar power systems do not use grid power and therefore do not affect your electricity bill. LED lamps are even eight times more efficient than incandescent lamps. At the same time, they emit a higher luminosity.

Given that it will provide brighter light for less energy, solar led street light is an ideal solution for lighting access, sidewalks, and bicycle lanes. The rapid development of LED technology, photovoltaic cells, and energy storage creates tremendous opportunities for homeowners, businesses, and municipalities.

Solar led street light can save a lot of money in total. Solar led street light with these advantages such as low maintenance, high efficiency, and durability are a huge investment that can reduce energy-related emissions and power consumption.

Easy installation

Solar led street light are ideal for passages in remote areas because there is no wiring or trenching between the lights. Considering that the connection to the grid is not necessary, it is easy to install solar lighting instead of grid lights. Therefore, solar led street lights can be placed wherever needed.

Low maintenance

Solar led street light systems are virtually maintenance-free, making them a popular choice for businesses looking to reduce installation, maintenance and repair costs. Solar panels are extremely durable because they do not have any LEDs that have a long life and resistance to failure, as batteries are the only components that need to be replaced frequently.

Environmental protection

LED lamps are free of mercury and other toxic chemicals and therefore do not produce harmful gases. The energy used to power solar led street lighting comes from renewable sources that are not only economical but also environmentally safe.

One of The Misunderstandings About LED Public Lighting

The rapid changes in Led Public lighting(Classic) technology have led to a revolution in LED retrofitting. On a global scale, municipalities have chosen to convert old public lighting into new, more energy-efficient LED public lighting. Unfortunately, these changes have also led to incorrect information about LEDs, dark skies, security and the environment.

Myth: The use of LED public lighting reduces light pollution and “fits the dark sky” because of their high energy efficiency.

Yes, LEDs are more energy efficient, but the fact is ironic that as the city saves on electricity costs, it saves more light by buying more lighting. In most cases, especially in the United States, when the price of a product being produced and distributed falls, more things are often used, not less. In economics, it is called the Jevons Paradox.

“Governments and environmentalists generally believe that improving efficiency will reduce resource consumption and is an effective policy for sustainable development, ignoring the possibility of public opinion,” said Blake Alcott, a researcher who created the term.

The transformation revolution is particularly vulnerable to Jevons's paradox, as global demand for lighting continues to outpace supply, and urban lighting levels are higher, as LED public lighting makes new lighting costs lower.

LED technology has great potential to reduce light pollution - if done well. If not, it may make things worse. The municipality must consider all issues before implementing LED public lighting retrofits.
